Superintendent of Schools Dr. Mark Bedell today presented a $228 million FY2028 capital budget recommendation to the Board of Education that contains construction, design, systemic renovation, or feasibility study funding for 11 major school projects and a new school bus facility.
More than 65 percent of Dr. Bedell’s recommendation – $149.4 million – is allocated to the following projects (in priority order):
School Bus Facility/Lot construction ($22.5 million)
Old Mill High School construction ($30.6 million)
Old Mill Middle School North construction ($15.2 million)
Ruth Parker Eason School design ($12.1 million)
Arundel Middle School design ($7.9 million)
Glendale Elementary School addition design ($6 million)
Southern High School systemic renovation ($22.1 million)
Northeast Middle School systemic renovation ($15.9 million)
Riviera Beach Elementary School design ($4.1 million)
Maryland City Elementary School feasibility study/design ($7.6 million)
Performing Arts High School feasibility study ($500,000)
Van Bokkelen Elementary School design ($4.9 million)
Dr. Bedell’s recommendation also contains $35 million for building systems renovations, $9 million for maintenance backlog reduction, $8 million for roof replacements, $6 million for prekindergarten expansion projects, and $5 million for athletic stadium improvements.
Dr. Bedell has also provided the Board with a recommended six-year Capital Improvement Plan which allocates requested funding for projects through FY2033.
The Board will hold a public workshop on Dr. Bedell’s recommendations at 6 p.m. on Monday, September 14, in the Board Room at the Parham Building, located at 2644 Riva Road in Annapolis. No public testimony will be taken at the workshop, but testimony will be taken at a public hearing scheduled to be held before the Board votes on initial adoption of the capital budget at its next regularly scheduled public meeting on September 16, 2026.
After approval by the Board, the plan will be submitted to the State of Maryland for funding consideration. The plan will also be part of the school system’s overall FY2028 budget request, to be forwarded to the County Executive in February 2027 after the Board holds additional public hearings. The County Council will review that plan and adopt a final capital budget for the school system by June 2027.
