Calling it a “proactive and responsible step” to address growing pressures as the Fiscal Year 2027 budget process begins, Superintendent of Schools Dr. Mark Bedell today announced an immediate hiring freeze for the school district’s central and satellite offices.
The freeze will remain in effect until further notice, Dr. Bedell said. It will not impact hiring for vacancies in schools and will not halt the filling of positions where the hiring process is already under way.
“While our school district currently maintains the second-lowest ratio of non-instructional positions to students in the State of Maryland, we must first look at Central and Satellite Office operations for cost containment before considering any reductions at the school level,” Dr. Bedell said. “This approach reflects our commitment to minimizing impacts on classrooms and maintaining strong instructional support for students.”
During the presentation of his Fiscal Year 2027 operating budget recommendation to the Board of Education on December 17, 2025, Dr. Bedell repeatedly emphasized that the plan prioritizes people over the expansion of programs. More than 49 percent of the requested increase would go to employee compensation and benefits.
The announcement comes as the state grapples with a significant shortfall in its Fiscal Year 2027 budget. Anne Arundel County Public Schools is expecting far less of an increase in state aid in the coming fiscal year that occurred in the current one.
“I recognize that this action requires flexibility, careful planning, and shared responsibility across Central and Satellite Office departments,” Dr. Bedell said. “I am confident that we can navigate these challenges thoughtfully while continuing the progress we are making as a school system.”
Dr. Bedell has the authority to grant limited exceptions to the freeze should they be necessary for the continuity of school district operations.
