Board of Education Members

The Board of Education of Anne Arundel County will decide what redistricting plan or plans to move forward to public hearing and on initial approval of Superintendent of Schools Dr. Mark Bedell’s proposed Fiscal Year 2027 Capital Budget at its next meeting, scheduled for Wednesday, September 17, 2025.

The Board has been presented with two redistricting recommendations by Dr. Bedell. It can vote to move one or both of those plans forward, create one or more of its own to move forward, or vote to move no plans forward. The plans recommended to the Board by Dr. Bedell can be found at www.aacps.org/phase2redistricting.

Should the Board move a plan or plans forward, Anne Arundel County Public Schools staff will conduct a public briefing on the plan or plans prior to the Board holding two public hearings on them. Information about the briefing and hearings can be found at www.aacps.org/phase2redistricting.

At its meeting on Wednesday, the Board will also conduct a public hearing on Dr. Bedell’s recommended $230.2 million capital budget. Details of the budget can be found at www.aacps.org/fy27capbud. A link to sign up to speak at the public hearing will be posted at www.aacps.org/boardcomment at 3 p.m. on the Friday before the meeting. Prior to the public hearing, the Board will conduct a public workshop on Dr. Bedell’s recommendation on September 15, 2025. Details of the workshop can be found below.

After approval by the Board, the capital budget will be submitted to the State of Maryland for funding consideration. The plan will also be part of the school system’s overall FY2027 budget request, to be forwarded to the County Executive in February 2026 after the Board holds additional public hearings. The County Council will review that plan and adopt a final capital budget for the school system by June 2026.

Wednesday’s meeting will begin at 6:30 p.m. and will be held in the Board Room at the Parham Building, located at 2644 Riva Road in Annapolis. It is open to the public and subject to normal space limitations in the Board Room.

The Board will also meet in a public session at 4:30 p.m. for the sole purpose of voting to immediately go into closed session, during which time it will discuss confidential matters as permitted by the Maryland Open Meetings Act including, but not limited to, legal advice, personnel, and negotiations. Closed session is not open to the public.

PROCESS FOR PUBLIC COMMENT ON AGENDA ITEMS

The Board will hear public comment from up to 10 total speakers (virtual and in-person combined) per agenda item (excluding personnel items, reports, informational presentations, and recognitions) during a single public comment section in the early portion of the meeting. Additionally, up to 10 speakers can comment on non-agenda items (excluding student-specific or personnel matters, or issues that have had or will have a public hearing before the Board) towards the end of the meeting.

BOARD WORKSHOP ON FY2027 CAPITAL BUDGET

The Board will hold a public workshop on Dr. Bedell’s FY2027 Capital Budget recommendation at 6 p.m. on Monday, September 15, 2025. The workshop will be held in the Board Room and will be broadcast live on AACPS-TV and on AACPS’ YouTube channel.

The workshop is open to the public, but no public testimony will be taken.
