Superintendent of Schools Dr. Mark Bedell today presented a $230.2 million FY2027 capital budget recommendation to the Board of Education that contains construction funding for seven major school projects and a new school bus facility.

More than 63 percent of Dr. Bedell’s recommendation – $145.6 million – is allocated to:

·       Old Mill High School construction ($71.4 million)

·       Old Mill Middle School North construction ($48.2 million)

·       Ruth Parker Eason School feasibility study/design ($4.6 million)

·       Riviera Beach Elementary School feasibility study/design ($4.0 million)

·       Van Bokkelen Elementary School feasibility study/design ($4.7 million)

·       Southern High School systemic renovation ($7.5 million)

·       Northeast Middle School systemic renovation ($5.2 million)

Dr. Bedell’s recommendation also contains $31.4 million for building systems renovations, $9 million for prekindergarten expansion projects, $8 million for maintenance backlog reduction, $7 million for roof replacements, $6.5 million for construction of a school bus facility and lot, $5 million for athletic stadium improvements and $2.8 million in feasibility study and design funding for the Glendale Resource Center.

Dr. Bedell has also provided the Board with a recommended six-year Capital Improvement Plan which allocates requested funding for projects through FY2032.

The Board will hold a public workshop on Dr. Bedell’s recommendations at 6 p.m. on Monday, September 15, in the Board Room at the Parham Building, located at 2644 Riva Road in Annapolis. No public testimony will be taken at the workshop, but testimony will be taken at a public hearing scheduled to be held before the Board votes on initial adoption of the capital budget at its next regularly scheduled public meeting on September 17, 2025.

After approval by the Board, the plan will be submitted to the State of Maryland for funding consideration. The plan will also be part of the school system’s overall FY2027 budget request, to be forwarded to the County Executive in February 2026 after the Board holds additional public hearings. The County Council will review that plan and adopt a final capital budget for the school system by June 2026.
