Redistricting Process - Phase 2

The second phase of Anne Arundel County Public Schools' comprehensive redistricting process began in February 2025 and culminate with a plan scheduled to be adopted by the Board of Education in November 2025.

Boundaries for schools in the Annapolis, Arundel, Broadneck, Crofton, Severna Park, South River, and Southern clusters are the focus of the plan. As it did in Phase 1 of the redistricting process, AACPS is working with WXY to examine enrollment patterns across the schools in the clusters.

At its September 17, 2025, meeting, the Board of Education considered the Superintendent’s recommendation of two proposed redistricting plans for Phase 2 of the school system’s comprehensive redistricting process, then voted to move both of the Superintendent’s proposals forward to public hearing along with two additional proposals that include Board member amendments.

The plans moved forward by the Board are as follows:

SUPERINTENDENT’S RECOMMENDATION 1

This recommendation (SR-1) shifts approximately 1,500 students and includes:  

  • Changes in elementary school boundaries in the Arundel and Meade clusters to address new and upcoming housing developments in Two Rivers and Odenton Town Center. 

  • The reassignment of some elementary school students from Davidsonville Elementary School to Central Elementary School.

  • The reassignment of some elementary school students from Central Elementary School to Edgewater Elementary School.

  • The reassignment of some elementary school students from Folger McKinsey Elementary School to Severna Park Elementary School.

  • The reassignment of some elementary school students from Belvedere Elementary School to Arnold Elementary School.

  • Adjustments in the middle and high school boundaries in the Arundel, Crofton, and Meade clusters to relieve overcrowding. 

  • The move of high school students in the Walter S. Mills-Parole Elementary School attendance area from Annapolis High School to South River High School. 

  • The move of middle and high school students living in the Nantucket Elementary School attendance area from Crofton Middle School and Crofton High School to Arundel Middle School and Arundel High School.

SUPERINTENDENT’S RECOMMENDATION 2

This recommendation (SR-2) shifts approximately 1,100 students and includes:

  • Changes in elementary school boundaries in the Arundel and Meade clusters to address new and upcoming housing developments in Two Rivers and Odenton Town Center. 

  • The reassignment of some elementary school students from Davidsonville Elementary School to Central Elementary School.

  • The reassignment of some elementary school students from Central Elementary School to Edgewater Elementary School.

  • The reassignment of some elementary school students from Folger McKinsey Elementary School to Severna Park Elementary School.

  • The reassignment of some elementary school students from Belvedere Elementary School to Arnold Elementary School.

  • Adjustments in the middle and high school boundaries in the Arundel, Crofton, and Meade clusters to relieve overcrowding. 

  • The move of middle and high school students living in the Nantucket Elementary School attendance area from Crofton Middle School and Crofton High School to Arundel Middle School and Arundel High School.

  • The portion of the Apex Arts program currently housed at Annapolis High School will be moved to Severn Run High School in the 2027-2028 school year.

Both Superintendent’s Recommendations (SR-1 and SR-2) contain the same “Legacy Student” provision that existed in Phase 1 of the redistricting process under which students who will be entering 12th grade in the 2026-27 school year would have the option to remain at the high school to which they are currently assigned. Students enrolled in magnet programs would continue to be enrolled in their current assigned program.

BOARD RECOMMENDATION 1

This recommendation (BR-1), which would shift approximately 1,100 students, builds on SR-1 and would modify it as follows:

  • Maintain the Chalk Point and Shady Oaks communities at Deale Elementary School.

  • Rezone the Gingerville, Poplar, and Wilelenor communities into the Annapolis Cluster for elementary (Rolling Knolls Elementary School), middle (Wiley H. Bates Middle School) and high school (Annapolis High School).

  • Rezone the addresses of 442, 444, and 448 North Patuxent Road to Odenton Elementary School.

  • Move the neighborhoods south of Carrollton Road out of the Georgetown East Elementary School catchment into the Hillsmere Elementary School catchment area; move the area bounded by Jackson Street out of the Eastport Elementary School catchment area into the Georgetown East Elementary catchment area.

  • Modify the boundaries for Two Rivers, Piney Orchard, Seven Oaks and Manor View elementary schools such that the northern portion of Piney Orchard Elementary School proposed to be rezoned in SR-1 and SR-2 would stay at Piney Orchard Elementary School, Arundel Middle School, and Arundel High School instead of changing to Manor View Elementary School, MacArthur Middle School and Meade High School, and the western portion of Odenton Elementary School proposed to be rezoned in SR-1 and SR-2 would move to Seven Oaks Elementary School instead of being split between Seven Oaks Elementary School and Manor View Elementary School.

  • Remove the split articulation of Nantucket Elementary School and maintain the existing matriculation pattern within Crofton cluster for elementary, middle, and high school.

  • Modify the Superintendent’s Phase 2 “Legacy Student” provision so as to include both juniors and seniors, such that students who would be entering 11th grade or 12th grade in the 2026-2027 school year would have the option to remain at the high school to which they are currently assigned, subject to Legacy Student transfer portal and transportation procedures.

BOARD RECOMMENDATION 2

This recommendation (BR-2), which would shift approximately 900 students, builds on SR-2 and would modify it as follows:

  • Maintain the Chalk Point and Shady Oaks communities at Deale Elementary School.

  • Rezone the Gingerville, Poplar, and Wilelenor communities into the Annapolis Cluster for elementary (Rolling Knolls Elementary School), middle (Wiley H. Bates Middle School) and high school (Annapolis High School).

NEXT STEPS

October 15 , 2025: The Board will discuss new, updated enrollment information at its regularly scheduled business meeting. The Board will announce a new public hearing schedule following the meeting. Public comment on redistricting will not be taken at the October 15, 2025, meeting.
