Board of Education Members

The Board of Education of Anne Arundel County will receive Superintendent of Schools Dr. Mark Bedell’s recommended Fiscal Year 2027 Capital Budget at its next meeting, scheduled for Wednesday, September 3, 2025.

The capital budget establishes funding priorities for construction projects at schools across the county. Once adopted, the plan will be submitted to the State of Maryland for funding consideration. It will also be part of the school system’s overall FY2027 budget request, to be forwarded to the County Executive in February 2026.

The Board will hold a public workshop on Dr. Bedell’s recommendation at 6 p.m. on Monday, September 15, 2025, in the Board Room of the Parham Building. No testimony will be taken at the workshop, but testimony will be taken at a public hearing the Board will conduct before voting on the capital budget at its September 17, 2025, meeting.

Wednesday’s will begin at noon in the Board Room of the Parham Building, located at 2644 Riva Road in Annapolis. It is open to the public and subject to normal space limitations in the Board Room.

The Board will also meet in a public session at 10:00 a.m. for the sole purpose of voting to immediately go into closed session, during which time it will discuss confidential matters as permitted by the Maryland Open Meetings Act including, but not limited to, legal advice, personnel, and negotiations. Closed session is not open to the public.

PROCESS FOR PUBLIC COMMENT ON AGENDA ITEMS

The Board will hear public comment from up to 10 total speakers (virtual and in-person combined) per agenda item (excluding personnel items, reports, informational presentations, and recognitions) during a single public comment section in the early portion of the meeting. Additionally, up to 10 speakers can comment on non-agenda items (excluding student-specific or personnel matters, or issues that have had or will have a public hearing before the Board) towards the end of the meeting.

The general session of the meeting will be broadcast live on AACPS-TV and on AACPS’ YouTube channel.

PHASE 2 REDISTRICTING PROCESS

The Board is continuing its discussions involving Phase 2 of the comprehensive redistricting process. The next steps in the process are as follows:

  • September 5, 2025: The public comment portal found through the link available at www.aacpsredistricting.org closes.

  • September 17, 2025: The Board will decide on a proposal or proposals to take forward to public hearing in order to solicit community input.

  • September 29, 2025: School system staff will conduct a public briefing on the plan(s) the Board votes to take forward to public hearing. No public testimony will be taken at the briefing.

  • October 13, 2025: The Board will conduct the first of two public hearings on the plan(s). Public testimony will be taken only on the plan(s) the Board votes to move forward. Registration to speak at the public hearing will be available through a link at www.aacps.org/boardcomment from October 3 through midnight on October 9, 2025.

  • October 27, 2025: The Board will conduct the second of two public hearings on the plan(s). Public testimony will be taken only on the plan(s) the Board votes to move forward. Registration to speak at the public hearing will be available through a link at www.aacps.org/boardcomment from October 17 through midnight on October 23, 2025.

  • November 19, 2025: The Board is scheduled to adopt a redistricting plan. The adopted plan will go into effect in August 2026.

The public briefing and both public hearings will be held in the Board Room of the Parham Building, located at 2644 Riva Road in Annapolis. All three will be broadcast live on AACPS-TV and on AACPS’ YouTube channel.

Speakers at the public hearings are limited to two minutes and may only testify at one public hearing.
