Kanagawa's partnership with Maryland began in 2003 when Mr. Hiroyuki Hayashida, a teacher from Kanagawa, spent two years teaching Japanese in Prince Georges county as part of a teacher exchange program. During the same two year period, Ms. Jennifer Woods, a Maryland teacher, taught English to students in Japan. At the end of their exchange, the two teachers formed a partnership between Broadneck High School and Sagami-ono, Mr. Hayashida's previous school. When Arundel High School developed its Community Development and Global Citizenship Signature program in 2011, this partnership shifted to include Mr. Hayashida's current school, Sagamihara High School, and Arundel High School. Over the past two years, Arundel has hosted two groups of Japanese students and has sent over one group of its own.
