    As of January 1, 2023 VOYA Financial is the administrator for the AACPS Flexible Spending Accounts (FSA).

    Enroll online during Open Enrollment and for new hires, within 31 days of hire.  If you have a qualifying lifestyle change (such as birth of a child) you may sign up for an FSA, or increase or decrease your contribution, within 31 days of the event by contacting HR/Benefits at 410-222-5219/5221.

    The Flexible Spending Account program allows you to:

    • Make contributions before tax (reducing your taxable income)
    • Receive tax-free reimbursement for your eligible out-of-pocket healthcare and daycare expenses

    AACPS provides you with two Flexible Spending Account (FSA) options:

    Health Flexible Spending Account (Health FSA)

    The Health FSA covers what health insurance doesn't, like deductibles, prescriptions and co-pays. These accounts are funded with pre-tax earnings each pay, which can then be used to cover medical expenses throughout the year. It’s important to keep track of your spending and be aware when choosing your contribution amount. The plan includes:

    • a maximum annual election of $3,050
    • $50 to $610 in unused healthcare funds may be rolled over to the following year

    Dependent Care Flexible Spending Account (Dependent Care FSA)

    A Dependent Care FSA helps you to plan and pay for dependent care costs like daycare, summer camp and adult dependent care. Funded by your pre-tax earnings, these accounts provide tax savings for you and your family. Keep in mind that Dependent Care FSA funds don’t roll over at the end of the year, so it’s important to keep track of your spending and be aware when choosing your contribution amount.

    • Dependent Care - a maximum annual election of $5,000 per household

     


    About the Debit Card

    The Prepaid Debit Card is issued to all healthcare and dependent care spending account participants. If you elect a dependent care account and a healthcare spending account, both benefits will be managed on the same debit card.

    Two cards will be sent to new FSA participants in the participants name. The second card can be used by dependent(s).  Additional cards can be ordered in the name of your dependent(s). 

    This card allows you to use your annual election amount with no out-of-pocket expenditure. It may be used at all participating providers (including licensed daycare providers) and pharmacies that accept Visa.

    If your provider does not accept your FSA debit card or you don’t use the card, you may submit a claim form for reimbursement. Funds can be direct deposited into your bank account (set up direct deposit online). Reimbursements from VOYA Financial are made on a daily basis.
