The Flexible Spending
Account program allows you to make
contributions before tax (reducing your
taxable income) and to receive tax-free
reimbursement for your out-of-pocket
daycare and healthcare expenses. AACPS
provides you with two Flexible Spending
Account (FSA) options. You may
sign up for up to $5,000 per account per
year for either a healthcare or
dependent care spending account during
Open Enrollment. The dependent care
maximum is $5,000 per household. Note that
in 2013, per health care reform, the
maximum contribution to a health care
FSA will be reduced to $2,500 (dependent
care remains the same).
On-line enrollment is
available during Open Enrollment and for
new hires (within 31 days of hire). If
you have a qualifying lifestyle change
(such as birth of a child) you may sign
up for a FSA, or increase or decrease
your contribution, within 31 days of the
event by contacting HR/Benefits at
410-222-5219/5221.
HFS Benefits is the FSA
administrator for AACPS. Their website is
www.hfsbenefits.com. Below is a
list of where to submit claims and debit
card substantiation.

Login Instructions for HFS
Benefits (to view your FSA
account information)
If you need assistance, or to
reset your password, call HFS
Benefits at 410-771-1331 Option
2 (HFS customer service).
All participants are required to
create a new user ID. The login
process is as follows:

Go to
www.hfsbenefits.com

Click on "Participant Login"
-
Click on "Register (create
an account)"

Enter the following
information:

Employee ID (SSN – no
dashes)

Last Name
-
Zip Code
-
Email Address
-
Click Save
Once the above information is
provided, you will be prompted
to select a User ID and Password
and enter your date of birth or
debit card number (no spaces).
Once logged in, you will be able
to view your account information
and will have access to the
following new features:

The "Flex Debit Card"
is issued to all healthcare spending
account participants. Go to
www.hfsbenefits.com for more details
on the Flex Debit Card. This card
allows you to draw down your annual
election amount with no out-of-pocket
expenditure. It may be used at all
participating providers/pharmacies that
accept MasterCard. The HFS Benefits page
about the Flex Debit Card provides
information about the most up to date
list of authorized retail merchants for
MBI debit card usage (per IIAS
Standards).
