For School Staff that Registers Students

Who should be sent to the International Student Office?

  • Students whose home language is one other than English

  • Students coming from non-English-speaking foreign schools

  • Students coming from a state other than Maryland who are currently identified as ESOL or enrolled in a bilingual education program

  • Kindergarten students enrolling during the summer and the school year

Are there any new students who may register directly at their home schools?

  • Students whose school records from a U.S. school indicate three or more years in a general education language arts program (not ESOL or bilingual instruction)

  • Pre-K students
  • Kindergarten-aged children may enroll directly at the school during the spring enrollment period.  The International Student Office can provide on-site interpretation services (with proper advance notice) or telephonic interpretation.  These Kindergarten students will be tested during the summer using the English language proficiency test to determine eligibility for the ESOL program. 

Students coming from another Maryland school system who have been identified as “ESOL” by the sending school system.
 

What does the school do when ISO registration is indicated?

  1. Determine proper location of registration (home school or ISO).

  1. Determine student’s home language by asking if a language other than English is spoken at home. (A complete Home Language Survey is available at www.transact.com)
  2. Review these guidelines for exceptions.
  1. If ISO registration is indicated:

  1. Call International Student Office at 410.263.6420 to set up an appointment.
  2. Write day, date, time of appointment on ISO parent letter (listed on website in Spanish and English); this letter is also available in English, Arabic, Chinese, Hindi, Korean, Spanish, Tagalog and Urdu.  Please contact the ISO for these letters. 
  3. Give parent letter to family, inform them of the date/time of appointment and point out directions to the ISO.
  4. Recommend to parents that they go to the nearest health clinic prior to registration to have immunizations reviewed.  ANY STUDENT COMING FROM OVERSEAS MUST HAVE A TUBERCULOSIS TEST.
  1. When family/student returns to school:

  1. Elementary

  1. Using SIF Number provided by ISO Registrar transfer student from “ESOL Enrollment School” to home school

  2. Upon receiving permanent record from ISO, verify information.

  3. Notify ESOL teacher when student has entered so that she/he can

  1. Middle or High

  1. Using number provided by ISO Registrar transfer student from “ESOL Enrollment School” to home school.

  2. Notify ESOL teacher when student has entered so that she/he can assist with scheduling/placement in appropriate classes.

  3. Set up an appointment with guidance counselor and ESOL teacher to prepare student’s daily schedule of courses.

  4. Use ISO course and / or transcript evaluation recommendations for assistance with course placement

  1. Kindergartener students
  1. During the spring enrollment period – register student directly at the school.  Provide the ISO a list of kindergarten students by the last day of school so that students may be scheduled during the summer for an ESOL screening test
  2. For the remainder of the summer and during the school year – refer students to the ISO for registration

 

What happens during ISO Registration?

  1. Determine eligibility for enrollment into AACPS

  1. Identification of accompanying adult

  1. Biological or adoptive parent

  2. U.S. Court-appointed legal guardian

  1. Verification of date of birth

  1. Birth certificate, passport, etc.

  2. Affidavit with supporting documentation

  1. Verification of Address (Need 2 proofs; one of which must be a copy of the lease or mortgage)

  1. Deed or lease agreement

  2. Utility bills

  3. Other legal documents with address

  4. Other

  1. Academic background

  1. Assessments

  1. English Language Proficiency Placement Exam
  2. Mathematics placement test (grades 8-12)
  3. Summary of educational experiences

  1. School records

  1. Release of school records from foreign school if possible

  2. Transcript evaluation

  3. Input of course history into SASI of foreign high school transcripts – if transcripts are not provided during initial interview, the ISO will do a transcript evaluation when records become available.

  1. Immunization documentation

  1. Evaluate foreign immunization records

  2. Refer students/families to local health clinics for necessary immunizations

  1. Parent information/orientation

  1. AACPS Parent Handbook

  2. Bus information

  3. Community orientation

  1. Preparation of student’s permanent record folder

  1. Prepare folder with SR1 card, ISO checklist (noting included documentation), copies of necessary documentation for enrollment

  2. Input school information into SMS

  3. Input ESOL information into appropriate SMS modules

  4. Send folder withstudent and family to present to receiving school

  5. E-mail receiving school to notify school contact (registration secretary or guidance secretary) that registration was completed at ISO and to expect the student(s).

  1. Copy completed SR1 card and ISO Checklist for parents for initial entrance into school
